Issue I396 [80,lua,defect,resolved] Programs still compiled if "Use programs" disabled. Prior to 8.0.3-TEST7, if "Use Programs" is not checked, program segments will (correctly) not run, but PRG and Lua programs do still compile and execute. Any errors in the program will still display, any any side effects, such as top-level print statements in Lua code (see Issue I258) will still occur. As of 8.0.3-TEST7, programs aren't even compiled if "Use Programs" is checked. Affects 8.0.x up to 8.0.3-TEST7 Resolved in 8.0.3-TEST7
